A cargo surveyor’s primary duty is to verify the quantity, weight, quality, and condition of cargo at loading and discharge, and to support any claims that arise from discrepancies. They inspect and measure the cargo, take samples for quality tests if needed, check packaging and conditioning, and compare actual cargo with contractual and documentary evidence (like bills of lading, manifests, and specifications). Their surveys produce reports or certificates that document findings and help resolve liability with shippers, buyers, insurers, or carriers.

This role is distinct from coordinating vessel anchoring, which falls to deck/navigation and berthing operations; scheduling port calls, which is voyage planning and logistics; and managing crew training, which is about crew development and human resources.
